Any way to get rid of modules_statuses.json file?

Hi, I just want to know if there is any way to set all modules "Active" by default so we don't have to deal with the modules_statuses.json file? Or if we can move this file to some database activator?

Because in one of my app, I am creating a module on the fly & I don't want to mess with this file / Git tracking for this file because every user can have its own module so the file is not an option.

Any suggestions? TIA
