  1. create a score
  2. add quarter notes to a bar
  3. select the bar
  4. while holding (or not holding) Ctrl move the second quarter note wherever you want

Not a regression, goes all the way back to 3.x.

See also #25799 which is a more general version of the same thing.

The issue isn't about dragging per se, but rather that setting an absurdly high leading space (which can be done by dragging) causes things to drop off the page. You can make the argument that this isn't really a bug (MuseScore is just doing its best to honour what you've asked for, which is impossible) - but it certainly should be made difficult to achieve this inadvertently.
