Invalid character in the given encoding. #3

When loading a XML file I receive the error:

Invalid character in the given encoding

When I open the XML file in Notepadd++ and go to the line in question, it appears the character 'ñ' is the culprit.

The first line of the XML states it is in UTF 8:
