Bug: Look into adding validation to the points endpoint

It seemed like in the Winter Quarter of 2020 when the points endpoint was used in a script to determine raffle winners there were a lot of issues with the endpoint returning a 500 response with just a stack trace. We should add some validation to the spreadsheet and return proper error messages if the points spreadsheet is invalid.
