Experimenter Telemetry in Additional Links should link to experimenter.info section

There's an external link to Experiment Telemetry that goes to Confluence, but the Confluence section on Telemetry just links back to experimenter.info/telemetry. We should update this link (and maybe make sure the other Additional Links are up to date) to just go directly to this section.

If there is other value in the confluence page, we can add a new link to the main page or another section.
