Add /check_[ip/email] slack command

Currently, one can unblock an ip or email in iprepd using the slackbot but it's not possible to query an object to see if it's actually being blocked by iprepd vs just nginx rate limiting.

There should be a command from this that should check each iprepd instance allowing operators to check the reputation of an object before trying to unblock.
