[Feature] Phase 2b (#521): Product create + category resource shell

Scope

• Product create: Vue tabs (убрать config.mode !== 'create' gate в product.common.js или equivalent в Vue shell)
• Category create/update: аналогичный Vue shell (category-products, category-options уже на Vue для update)

Tasks

• Product create: Vue tabs + поля (defer до first save — если выбрано в design 2a)
• Category create/update: заменить Ext resource shell
• Controllers category/create.class.php, update.class.php — vue entry pattern
• Удалить category/create.js, update.js, category.common.js когда 0 refs
• Удалить product/create.js когда 0 refs

AC

• Create product/category parity с update (tabs или documented defer)
• Resource forms без Ext ms3 shell
• Closes часть [Feature] Tracker: убрать ExtJS shell менеджера (resource forms + tab panels + ms3.combo) #521 (Phase 2b)
