Improve Generator Error Collection to Allow for Easier Examination of Failure Cases

From Siva's feedback on the way parse errors are written to files inside of the generator:

I think a cleaner way to handle this would be to have all the parsing errors for an operator in a single file. We will need the op_id for it though. Let's also write these files as a json so that parsing them would be easier.
