[Smoke test] Verify clean & restart packager command works correctly #2487
Description
- Start the packager (if it is not already started)
- Execute the "Clean & Restart Packager" command
- Verify that the packager has entered the loading state
- Verify that the packager has successfully restarted and resumed its running state
