Format the entire code base using Prettier and Black

Use https://docs.github.com/en/repositories/working-with-files/using-files/viewing-a-file#ignore-commits-in-the-blame-view to ignore that commit. Appropriately PR checks so we never commit any more code that doesn't meet one of those two formatters should also be set.

@eleanorjboyd Don't know. I would run Ruff and Prettier across the repo and see what changes. 😁
