Change how we run the telemetry-extractor CI check

It seems our intermittent failure from not being able to install ripgrep is from being throttled. We can either tweak how we do the install step to use the GitHub Actions PAT to get higher quotas or move the check to the build pipeline which already has the appropriate credentials.
