In multi-root workspaces, folder-level `python-envs.workspaceSearchPaths` is ignored silently

In a multi-root workspace, I have configured python-envs.workspaceSearchPaths in ones' .vscode/settings.json, but it does not take effect:

Actually I suppose this might be expected. But if it is, should there appear a hint or warning when editing settings.json?

I don't really know how to do it, but flake8.importStrategy in the image is grayed and says:

This setting cannot be applied in this workspace. It will be applied when you open the containing workspace folder directly.
