Android - GestureView inside Scrollview blocks scrolling

I have a GestureView contained inside a Scrollview with 100% width and height. It is being used to detect swipe/pan left/right within the scrollview, works fine for web and ios however seems to block scrolling or conflict with scrolling in the scrollview on android only

@thegalah -- I know this ticket was opened a long time ago, but I'd really love to get a fix for this.

Do you happen to know what we need to do to fix the issue? It would be my pleasure to review a PR fixing this.

I personally find myself constantly frustrated by Android Platform issues (react-native and other libraries have tons of them)!
