QuickInfo is not consistent for symbols that exist in type and value spaces

Quick info is inconsistently showing different spaces occupied by a symbol. in the value position, the info is incorrectly the value part of the symbol. but for type position, we see both.

@mhegazy Agreed. It seems in the latter case we probably should just show the 'Type' side of things. I like being 'very honest' wrt to how our language sees things when displaying in the LS.
