Description
Not sure if this relates to #204 at all, but see the discussion of CPAN-API/metacpan-web#1164.
The dist is marked as latest because some of its modules are in 02packages,
however since it has some unauthorized modules, it shouldn't be marked as latest.
Right now we're hiding the "latest" dist for the authorized modules (search results, etc)
for the sake of the unauthorized modules.
