Use pip resume-retries

Expected Behavior

I use Linux and my connection can temporaly fail for some seconds and biggest download (as torch package) is always failed and need to restart entierly

Actual Behavior

need option like "wget -c" to download package with precedent partial downloaded file

Steps to Reproduce

just try to launch installation script when connected to a network with some random disconnections

I was going to say it's an upstream limitation, but pypa/pip#12991 apparently very recently pip added download resuming logic

I marked this as a feature request for now, some consideration is needed for how to use it well internally. For now, you can manually do the pip installs with that new --resume-retries arg
