gfpgan face restore was a hack used in 2022 for SD1 being unable to make faces properly.

For the modern era 2025, the recommended strat is to use your diffusion model to refine face quality https://github.com/mcmonkeyprojects/SwarmUI/blob/master/docs/Features/Prompt%20Syntax.md#automatic-segmentation-and-refining

If you really want to use legacy hacks, I believe gfpgan is included in the "FaceTools" extension
