Be able to set the expiration duration, and crew or individual.

i.e. ASPT, CSWQ, GQT, Table VI, etc.

Roll-up by unit, or test, or individual.

Cert - date, type, members

Upload packets to blob storage?

Should match what goes into DTMS but includes section integrity.
