Some "special" Neutral Colors in Tonals Palettes are not generated

There are colors used for Surface Container Lowest - Highest and Surface Dim/Bright in dark and light, but the referencing tonal palette colors for Neutral are not generated for those.

The missing tonal palette Neutral colors are: 4, 6, 12, 17, 22, 24, 87, 92, 94, 96

The reason behind this request is, that in bigger design systems we have an extra variable collection layer where we rather link directly and only to all the tonal palettes variables. Right now, for each update with the theme builder plugin, these "special" neutral colors have to be added/updated manually.
