[BUG]unable to create any files when being run on windows #355

Describe the bug
server breaks as it can create any of the folder or files required to run.

To Reproduce
java -jar marklogic-pipes-release-2.0.4.jar

Expected behavior
server should be able to create folder and files it requires

Desktop (please complete the following information):

OS: win10
Browser: chrome
Version: 89.0.4389.90
