Both a Requires and DependsOn dependency #661
Description
Seems that you can add both a required and dependent dependency upon a module, and both will exist.
The dependent upon is a stronger tie, and should really be honoured.
Is there any benefit to having it in both?
Feels like there should only ever be one.
