Does InnoSetup correctly accept incremental updated binaries?

I have no validated this yet, but it appears that an incremental build, ending in an Innosetup step, generated an incorrect installer, i.e. not all files were updated.

This was noticed when moving the install to another machine, and noting that behaviour added in the incremental changes was not occurring. (Patchworks 'Player' not writing a log file)

Investigate.
