Are 'required only' modules considered part of the final evaluation of success? #223
Description
Just observed a build that has a module (a plugin) that is only a "RequiredToExist" on a main executable, and in it's publishing collation step.
This build succeeded, but that plugin failed to link.
Why was this not considered in the success/failure state?
