[feature]: Allow workspace- or organization-wide work item templates

Summary

Problem

When creating a work item template, one has to select a single project in which the work item template is created in. It is not possible to select multiple project, nor make it available for the entire workspace or even company.

This forces us to create the same work item template over and over again when a new project is created.

Proposed Solution

1. In the project template, it should be possible to select from the work item template, which should also become available in this project.
2. One should be able to select either (i) a specific project as it currently is or (ii) make the work item template available to all projects in the same workspace.

Why should this be worked on?

This will reduce repetitive and annoying work for organizations with many project of similar kind.
