RPM spec: Move option dependencies to Recommends: instead of Requires: #173

Several dependencies like sysstat, vainfo, or ethtool are listed as recommended instead of mandatory in the INSTALL.md.
This is also reflected in the Debian control file and Arch PKGBUILD*.

However, the RPM spec file lists all dependencies are required. This means that many, often not needed, packages are pulled in during installation and cannot be uninstalled. Furthermore, some of these packages like sysstat have side effects and install timers/cron-jobs which are often undesired.


*There are a few inconsistencies here which packages exactly are required/recommended but I assume this is due to different splits in those distros packages and other implicit dependencies. Others like lm_sensors are not even listed under "Install from Source"...?
