Currently brass Allomancy does not appear to work properly. We should therefore take this opportunity to update the power so that it is more satisfying to use.

Currently it is meant to just wipe out the targeting on a mob, as if you have soothed them and they are no longer angry. This does not appear to work properly, as it is likely just re-adding the target next tick. Also at the moment, ff there is a sufficiently powerful soothing, this turns off the mob AI. This may be buggy and needs testing, as this probably stops the mob from ticking properly, or prevents them from being movable.

I would like to test changing to single target soothing, rather than just AOE. Perhaps we add a soothing cosmere effect that lasts x configurable seconds. This can also be an opportunity to look into sideloading priority AI behaviours onto other mobs, so that it can override things like selecting a target, which could neatly solve and replace the turning off mob AI thing.

Additionally, we will need to keep this power extensible, as it will be one of the ways to force bond/tame a kandra or koloss.
