Bug: Cast u16 to i32 - C backend

We should be able to cast from u16 to i32:

Can you please post the reproducible example? The following works for me on the latest main branch:

def f():
    x: u16 = u16(20)
    y: i32
    y = i32(x)
    print(x, y)

f()

Results:

% lpython a.py 
20 20
% lpython a.py --backend=c
20 20

You are right it works for me....
I will try to reproduce the error again...
