Publish libpg-query v15

Can you please publish a v15 version of the library to upload the prebuilt binaries to Supabase S3?

I can see you've setup the artifact upload in #83 but you haven't yet published a version with this new workflow.

I'm quite interested in this too @pyramation. Right now I'm looking at hosting the build myself to save myself some build minutes in CI, but would love it if I didn't need to. Thanks!

Looks like all commits under https://github.com/launchql stopped in 2024. I hope the project is not dead.
