Tool create not working

With Nova Version 5 I want to create a custom tool, and I faced with the "Your license is not allowed to download this release!" error, but I could composer update the laravel nova to the current version.
What would be the problem?

1. Your license isn't eligible to download latest Nova release. Reduce laravel/nova-devtool deps to ^1.0 to continue.
2. The main project using local auth.json file and the component missing the file.

My license is valid til 2026, yes I have auth.json in the route folder but when I create a tool than it should copy it or i dont know.

it should be available globally or you might face this issue.

@crynobone please check it in your side because if I create resource tool i have no error, and if i create tool i face with the error.

this working:
php artisan nova:resource-tool acme/stripe-inspector

this is not working:
php artisan nova:tool acme/price-tracker

I take a look about the vendor/laravel/nova folder and I see the licence check is cached, so I try to clear cache and right now everything is working. Sorry for bothering you!
