Metrics Exporter Dashboard Missing Panels data

This is an umbrella issue to tackle different missing/incorrect panels in the metric exporter dashboard, we can create sub-issue for any of the following:

• Synced message is never Syncing even when starting the node for the first time
• Sync panels (Percent, Distance, Rate) are always empty
• Peers panel is always in 0
• Total difficulty has no data (Low Priority)

To run this you can go to tooling/sync and run make start_hoodi_metrics_docker
