Synchroise Seed-data from Gardener Cluster to KCP

Description

We have to make the Seed cluster data available for KEB to provide proper validation options before creating RuntimeCRs (e.g. seed-data are required for ensuring Shoot and Seed are in same region).

Frogs will establish a mechanism which synchronises Seed data from Gardener cluster to KCP.

AC:

• Synchronise seed data from Gardener Clsuter to KCP.
  • Data can be stored in config-map
• Share the result with @kyma-project/gopher team

Reasons

Enable validation of seed-regions in KEB.
