Shoot+Seed in same region: Shoots should get an indicator to inform if the seed runs in their region

Description

Several customers are concerned about setups where the Shoot and Seed are not in the same region. Customers should be able to see if their seed is located in the same region as their shoot.

To provide such details, we should add an label on the Shoot cluster to inform customers about the location of their shoot-cluster (e.g. operator. kyma.org/api-cluster-region: ....).

AC:

• Agree on the technical approach how we are providing such metadata (using a label on the shoot)
• Implement a possibility for customer to detect if their Shoot-Cluster is running in the same region.

Reasons

Several customers require to have their shoot and seed clusters in the same region. We have to provide such metadata to customers.
