Description

Currently each new nightly build is overwriting the 0.0.0-dev version.
Please use semantic versioning (new version per new pre-release) so that early adopters can use fixed pre-release versions and raport issues referencing specific version.

Add a new release workflow that allows maintainers to pre-release a v3 version using a named semantic version: i.e 3.0.0-rc0, 3.0.0-rc1

We can keep the nightly build to produce 0.0.0-dev prereleases.

Reasons

Early adopters should be able to use a fixed pre-release versions and raport issues referencing specific version.
