[CI/CD] Implement DORA metrics measuring in AC delivery pipeline

Description

To measure our delivery processes better, we have to support he measuring of DORA metrics within our CI/CD delivery pipeline.

Goal is to track the 4 commong DORA metrics for the ACM. The reporting of these metrics is done by using the DORA CLI from SAP Devops.

AC:

• Sync with @kyma-project/otters to see how they implemented DORA for their Keda module
• Update our CI/CD pipeline to measure the DORA relevant metrics and report them to the DORA backend.
