[Policy Assistant] publish pola container images to GHCR?

Cyclonus was published to mfenwick100/cyclonus:latest. If desired, we would need to similarly create a POLA image repository (ideally under a k8s.io domain) and have a process to publish images there.

There could be multiple reasons to have an image of POLA, but the image is at least useful for creating a k8s Job which runs the conformance/fuzz tests within Policy Assistant (see #154).

To solve this issue, you would need to modify the Makefile and all spots with these comments: FIXME use a real image

Seems like there was some discussion to push images to GHCR in #68
