Add slider to disabled Jobs

Feature Justification

In some deployments of the Data Tracker, we may want to disable some jobs while keeping them running in different deployments.
Similarly, we may need to temporarily disable some jobs in a deployment to prevent unwanted side-effects.

Proposed Change or Addition

Add a toggle to each job in the Jobs list on the jobs admin view to trigger an update mutation on the job in the backend.
