Feature Justification

The current description is confusing people since not all files for the study reside in this bucket

Proposed Change or Addition

Change description to:

All files (e.g. demographics, sample manifest) uploaded to the study via Data Tracker reside in this S3 bucket. The bucket could potentially include larger files such as BAMs, CRAMs, etc that were transferred into the bucket outside of Data Tracker.
