On deletion, all versions of a GenomicFile or StudyFile should be removed from indexd, not just the latest version.

Counterpoint, files should never be removed from indexd unless the file physically exists nowhere. The entire point of gen3 is link permanence irrespective of what the dataservice thinks at any given moment.
