CIP LAVA lab and cip.kernelci.org instance

This is about using the CIP LAVA lab with kernelci.org. It can be done in several ways, as discussed on an email thread.

Here are some of the things that can be done:

• Patersonc/add lab cip #403 Add lab-cip to the kernelci.org config to run regular upstream kernel tests
• Patersonc/tree additions #448 Add coverage for the CIP SLTS kernel branches
• Investigate how to reuse the CIP kernel builds
• Determine whether a separate instance on cip.kernelci.org will be needed and plan work accordingly
