Possible quality levels are uncommon, rare, epic, and legendary
I have no clue if the changes to beacon efficiency in 2.0 make a difference in calculations, and if quality would change that. I'm assuming that the goal is still to have as many beacon effects as possible, so it probably shouldn't change anything.

I think you're right that it wouldn't change anything. If I allowed multiple qualities as input then it would become a new optimization problem but we probably don't need that.
Thanks for the request! I am not sure when I can do this (I am playing Space Age) but it is a very good idea.
