Add a graal-vm build target

For a command-line project, metav would benefit from a graal-vm executable for faster startup and reduces memory consumption. Also smooth integration with babashka would be great as versioning Clojure project is a very common task.
Project like clj-kondo could provide some example of doing this and then publish the executable on package management platform like brew.
