Laravel 4.1 Delete Manifest

Failed to run basset artisan command in Laravel 4.1

[~@local]$ php artisan basset --delete-manifest
Manifest does not exist or could not be deleted.

I've chown'ed all files and folders to an user. Also i've tried using root user.

I second this issue, the command doesn't seem to work. As of now, basset doesn't work properly and it doesn't add new collections.
