Published Folders not working with UNC Path after upgrade to 4.5.5 #5098

Description of Issue
We upgraded from 4.2.13 to 4.5.5 and noticed that files were no longer loading from a Published folder for a UNC path. Attempting to serve a file through the published folder would result in a 400 error.
We have subsequently mapped a network drive for the UNC path and changed the published folder to use the drive mapping and it's working again. No immediate production impact for us but thought I'd raise it.
Possibly the fix for issue #4339 which fixed it in 5.x wasn't back-ported to 4.x?
