Description
irods.message.IRODS_VERSION doesn't affect normal operation, only testing using sessions generated by empty-parameter-list calls to irods.test.helpers.make_session (but not irods.helpers.make_session). These error out if a server is more recent than this constant suggests.
Still, the constant could be more visible to library users and to those performing the release activity.
