Until we have SRv6 over EBGP running (with "next-hop-unchanged" and similar nerd knobs), it makes sense to limit SRv6 to IBGP. Have to modify the code to check the BGP session type supported by individual devices.
If this is limited to IBGP neighbors, we should probably document that more explicitly
