[Task (CI)]: Re-enable CI jobs

Re-enable CI jobs and make them green, or at least the ones that:

- [x] build rust crates,
- [x] test rust crates,
- [x] build the `iota-framework`,
- [x] test the `iota-framework`.
- [x] re-add simtests

Reference for the inherited CI jobs is here, this issue can only be closed if Enabled flows pass on the PR that resolves this.
