[bug]: iob update self@x.y.z does not perform downgrades

Description

iob upgrade self suppoerst specifying a version. I would expect that downgrading will work too. But instead of installing a lower version a "is up to date" message ist output.

Expected behaviour: js-controller is downgraded

Alternative / minimum solution: an error message is output.

Reproduction instruction

C:\ioBroker>iob upgrade self@7.0.5
Host "Envy" is up to date.

C:\ioBroker>iob version
7.0.7

JS-controller version

7.0.7
