Some votes are never arrive in Haskell simulation or are never generated in the Rust simulation

Observation

• Not all votes generated in slot 120 of the Haskell simulation reach all of the other nodes in the network.
• It looks like some of the Rust simulations never vote at all in slot 120.

I can confirm that some votes and IBs seem to just never get delivered/adopted by all nodes, I'm debugging the issue at the moment.

As of 6b02529 votes should be arriving as expected in the Haskell sim.
