feat: bump pyarrow to latest 19.x

Our project require latest pyarrow, but ibis is pin the version to < 18.0, I tested by force install pyarrow 19 with ibis, and it seems working.

get latest pyarrow support

ibis to bump the dep requirement for pyarrow to latest

What version of ibis are you running?

9.5.0

What backend(s) are you using, if any?

bigquery, snowflake,duckdb

We removed the upper bounds after 9.5.0, so you'll be able to use pyarrow 19 once 10.0 is out (and going forward), likely next week.
