Ensure metadata.xml goes first in a tar archive

Since some data consumers won't want to unpack the archive before processing it, and the tar/xz archiving chain allows sequential processing, metadata.xml should be the first file in the archive, so the processing tool would have metadata on every GPX trace it encounters.
